About Askar Association for Community Development / عن جمعية عسكر لتنمية المجتمع

About Askar Association for Community Development, established in 1992 and officially registered as an NGO since 2019, is located in “New Askar Camp” in Nablus. It is a member of the Union of Local Committees for Rehabilitation. The organization was founded with a mission to promote societal advancement through education and peace-building across all sectors, advocating for a state founded on non-violent principles. Today, the association’s primary focus areas include women’s empowerment, youth and children, disabilities, cultural activities, and raising awareness on various social, economic, and environmental issues within the community. It highlights the interconnected challenges between international development cooperation and development education.

The association’s primary goals include creating a more conscious and coherent society, encouraging the development of all segments through social and educational activities, changing societal attitudes towards the disabled, reducing poverty among marginalized groups, and raising awareness about Palestinian heritage. Notable activities include capacity building, extracurricular units, and initiatives to empower youth, children, and women.

Our Approach / نهجنا

The goal is to promote sustainable development among target groups such as children, youth, women, and people with disabilities in New Askar camp area. This involves consolidating efforts and resources for coordinated collective action to empower the roles of children, youth, and women. Through enhanced community participation and increased awareness, various activities and projects have been successfully implemented.

As an association dedicated to fostering international cooperation and cultural exchanges across diverse backgrounds, About Askar Association for Community Development places a strong emphasis on education as a catalyst for progress and development. The focus is on enhancing the effectiveness and efficiency of individuals through various educational initiatives.

The objective is to build bridges that connect different cultures, fostering deeper understanding and appreciation of the world beyond Palestine. This includes organizing cultural and youth exchange programs within Palestine and abroad.

Additionally, fostering connections within civil society forms the foundation of a resilient community in Askar camp and beyond. The association aims to extend support to other Palestinian communities through available means.

The Social Development Center Unit

This unit focuses on raising awareness on various fields of action connected to the reality and needs of the Askar camp which are the
following:

• Environmental initiatives.
• Gender equality.
• Capacity building.
• Advocacy and networking.
• Rehabilitation of individuals with disabilities.
• Provision of psychological and social support to children and women.
• Empowerment programs for women and people with disabilities

Our primary objective is to empower youth, preserving their innocence while providing them with essential skills for adolescence and adulthood. This includes enhancing their knowledge and communication abilities to foster a stronger future society and promote holistic community development.

Specific goals include:

• Promoting societal awareness and changing attitudes within families towards issues such as violence against women and girls (VAWG), disability rights, poverty, and environmental sustainability.
• Reducing poverty among marginalized groups in the local community through self-sufficiency programs and vocational training opportunities.
• Raising awareness about Palestinian heritage locally and internationally.

Volunteers Unit / وحدة المتطوعين

The unit aims to provide local volunteers with the knowledge and skills needed to deepen their understanding of the concept of volunteering within the Palestinian society. This is achieved through their participation in the programs and activities of the association’s different units, as well as their involvement in various community initiatives. Additionally, the association through this unit seeks to host international volunteers to present a positive image of the Palestinian community, acquaint them with Palestinian culture in its entirety, and engage them in the association’s diverse activities. Each year, the association welcomes dozens of both local and international volunteers.

People with Disabilities Unit / وحدة الأشخاص ذوي الإعاقة

This unit offers therapeutic, cognitive, rehabilitative, and educational programs for individuals with disabilities. Additionally, it includes a community awareness initiative, an assistive tools program, home modifications, home visits to families, and guidance programs for mothers to continue supporting their children with disabilities at home. The program also trains university students specializing in special education and social work, providing them with the necessary experience and skills for working with people with disabilities.

Down Dreams Center Unit / وحدة مركز داون دريمز سنتر

Beneficiaries: The center supports 15 individuals with Down syndrome, autism, psychological disorders, and behavioral issues.

Providing educational rehabilitation services to children with Down syndrome and actively monitoring their progress to facilitate their integration into schools and the surrounding community. This includes offering individual sessions tailored to address the cognitive and developmental needs of children with autism, Down syndrome, learning difficulties, speech disorders, or any conditions that cause attention deficit, poor concentration, and weak memory.

Shams AL-Amal Kindergarten / روضة شمس الأمل

Shams Al-Amal Kindergarten, affiliated to the Community Development Center in New Askar Camp, was established in 2004 to receive children from families with a difficult economic situation who could not afford to pay high fees for educating their children in kindergartens and charge them a small fee.

The kindergarten contains four classes divided between KG1, KG 2, and nursery, as it receives between 50-60 children annually, with whom a distinguished educational staff with high experience in the field of education and dealing with children works, and the kindergarten is distinguished by working to integrate children with disabilities with kindergarten children, so it is It works to develop a culture of accepting differences among children and a spirit of cooperation with children with disabilities.

In addition to the classroom activities of the kindergarten, it works to take advantage of the center’s other facilities to provide them with extracurricular activities that develop the child’s personality and awareness, such as the public library to read stories for children and discuss them with them and cultivate a culture of reading for them, and offers them documentaries that suit their age, and it also uses the computer laboratory located In the center to train children on how to use the computer, and regular meetings are held for mothers to follow up on the affairs of their children in kindergarten and the extent of their academic progress.

Kindergarten vision: Raising a psychologically balanced child who is ready to learn, acquire knowledge, and engage in community activities through a high-quality educational system with the aim of ensuring a safe future for the child.

تأسست روضة شمس الأمل التابعة لمركز تنمية المجتمع في مخيم عسكر الجديد عام 2004 لاستقبال أطفال الأسر ذات الوضع الاقتصادي الصعب التي لا تستطيع دفع رسوم عالية لتعليم أطفالها في رياض الأطفال وتتقاضى منهم رسوماً رمزية.

تحتوي الروضة على أربعة فصول مقسمة ما بين KG1، KG 2، والحضانة، حيث تستقبل ما بين 50-60 طفلاً سنوياً، يعمل معهم طاقم تربوي متميز ذو خبرة عالية في مجال التعليم والتعامل مع الأطفال، وتتميز الروضة بالعمل على دمج الأطفال ذوي الإعاقة مع أطفال الروضة، لذلك فهي تعمل على تنمية ثقافة تقبل الاختلافات بين الأطفال وروح التعاون مع الأطفال ذوي الإعاقة.

بالإضافة إلى الأنشطة الصفية للروضة، تعمل على الاستفادة من مرافق المركز الأخرى لتزويدهم بأنشطة لا منهجية تنمي شخصية الطفل ووعيه، مثل المكتبة العامة لقراءة القصص للأطفال ومناقشتها معهم وزرع ثقافة القراءة لديهم، وتقدم لهم أفلام وثائقية تناسب أعمارهم، كما تستعين بمعمل الحاسب الآلي الموجود في المركز لتدريب الأطفال على كيفية استخدام الحاسب الآلي، ويتم عقد اجتماعات دورية للأمهات لمتابعة شؤون أطفالهن في الروضة ومدى تقدمهم الدراسي.

رؤية الروضة: تنشئة طفل متوازن نفسياً ومستعد للتعلم واكتساب المعرفة والانخراط في الأنشطة المجتمعية من خلال نظام تعليمي عالي الجودة بهدف ضمان مستقبل آمن للطفل.

Ongoing projects and activities / المشاريع والأنشطة الجارية

The project “Develop and Empower Children, Youth, Women and People with Disabilities in New Askar Camp” is funded by the Palestine Solidarity Association of Sweden “PGS”

The project started in 1993 with the goal of fostering development by building the capabilities of the administrative and executive staff, in addition to offering awareness services through organized activities, courses, and camps. These initiatives aim to equip participants with essential life skills, boost their involvement in artistic, cultural, and sports activities, encourage talents, and nurture creativity. The project also focuses on promoting the concepts of democracy and human rights, raising awareness on important social issues, and carrying out community initiatives to improve the participants’ quality of life. Additionally, efforts are made to develop the camp, creating a safer and more suitable environment to achieve the project’s objectives.

مشروع ”تطوير وتمكين الأطفال والشباب والنساء والأشخاص ذوي الإعاقة في مخيم عسكر الجديد“ بتمويل من جمعية التضامن مع فلسطين في السويد ”PGS“

Courses Program: to prepare an open-minded generation, through the implementation of training courses organized by Askar Association in collaboration with volunteers and partners:

• Youth leaders: educational workshops on political agenda and capacity building, along with methodological courses in project writing and management, curriculum vitae writing,  computer education, and others.
• Children’s rights: lectures and workshops to raise community awareness on early marriage, education, disabilities, and psychological support.
• Gender: Focus on women’s rights, including topics such as gender-based violence, early marriage, food, land ownership, psychological support, and health issues like breast cancer and women’s health.
• Foreign language courses (usually held by volunteers): English and French, in addition to Arabic courses for volunteers.
• Folk art: extracurricular activities that allow the participants to express themselves through art.
• Dance: folk dance ‘Dabka’ and expressive dance.
• Music: a series of training courses overseen by both local and international trainers.
• Community problems: workshops addressing issues such as drug consumption, bullying, electronic extortion, and violence.

Women’s program: This program aims to raise awareness about gender and individual rights through workshops and various activities organized by the association. It also focuses on improving educational aspects for both men and women, addressing topics such as gender-based violence, food security, and diverse leadership.

برنامج المرأة: يهدف هذا البرنامج إلى رفع مستوى الوعي حول النوع الاجتماعي والحقوق الفردية من خلال ورش العمل والأنشطة المختلفة التي تنظمها الجمعية. كما يركز على تحسين الجوانب التثقيفية لكل من الرجال والنساء، ويتناول مواضيع مثل العنف القائم على نوع الجنس، والأمن الغذائي، والقيادة المتنوعة.

Summer and Winter Camps Program: This program organizes annual extracurricular activities in New Askar camp during summer, winter, and international camps, involving both local and international volunteers. The target groups include hundreds of children as well as children with disabilities.

برنامج المخيمات الصيفية والشتوية: ينظم هذا البرنامج أنشطة سنوية غير منهجية في مخيم عسكر الجديد خلال المخيمات الصيفية والشتوية والمخيمات الدولية بمشاركة متطوعين محليين ودوليين. وتشمل الفئات المستهدفة مئات الأطفال بالإضافة إلى الأطفال ذوي الإعاقة.

Public Library Program: This program allows the borrowing of cultural, literary, linguistic, and academic books. It aims to develop a generation that understands equality, democracy, and environmental preservation through theoretical workshops, practical applications, and small projects. It fosters a belief in freedom of opinion and respect for other cultures while reducing the financial burden of academic books. Since its inception as part of an agreement with the Solidarity Association with the Palestinians of Sweden, the library now houses around 4,500 volumes and is regularly visited by volunteers, university students, and school groups.

برنامج المكتبة العامة: يتيح هذا البرنامج استعارة الكتب الثقافية والأدبية واللغوية والأكاديمية. ويهدف إلى تنمية جيل يفهم المساواة والديمقراطية والحفاظ على البيئة من خلال ورش عمل نظرية وتطبيقات عملية ومشاريع صغيرة. وهو يعزز الإيمان بحرية الرأي واحترام الثقافات الأخرى مع تخفيف العبء المالي للكتب الأكاديمية. ومنذ إنشائها كجزء من اتفاق مع جمعية التضامن مع فلسطينيي السويد، تضم المكتبة الآن حوالي 4,500 مجلد ويزورها بانتظام متطوعون وطلاب جامعيون ومجموعات مدرسية.

The “My Father Read to Me” campaign, in cooperation with the Tamer Foundation for Community Development, encourages students to read. This campaign provides a space for parents and children to engage in play, learning, and various artistic and expressive activities, highlighting the importance of quality time that enriches their lives and illuminates their path to the future.

تشجع حملة ”أبي اقرأ لي“، بالتعاون مع مؤسسة تامر لتنمية المجتمع، الطلاب على القراءة. وتوفر هذه الحملة مساحة للآباء والأمهات والأطفال للمشاركة في اللعب والتعلم والأنشطة الفنية والتعبيرية المختلفة، مما يسلط الضوء على أهمية قضاء وقت ممتع يثري حياتهم وينير طريقهم نحو المستقبل.

Supportive Education: This program targets male and female students at the basic education level to enhance their understanding of core subjects (Arabic, Mathematics, and English). Specialist teachers present and explain educational material in a simplified manner to facilitate its understanding and comprehension, using worksheets to improve students’ abilities and address weaknesses caused by the Covid-19 pandemic and school strikes. The program focuses on developing essential skills in each subject.

التعليم المساند: يستهدف هذا البرنامج الطلاب والطالبات في مرحلة التعليم الأساسي لتعزيز فهمهم للمواد الأساسية (اللغة العربية والرياضيات واللغة الإنجليزية). يقدم المعلمون المتخصصون المواد التعليمية ويشرحون المواد التعليمية بطريقة مبسطة لتسهيل فهمها واستيعابها، وذلك باستخدام أوراق عمل لتحسين قدرات الطلاب ومعالجة نقاط الضعف الناجمة عن جائحة كوفيد-19 والإضرابات المدرسية. يركز البرنامج على تطوير المهارات الأساسية في كل مادة دراسية.

Public Relations and International Relations Program: Public Relations and International Relations Program: This program aims to enhance global connections by sending youth abroad to experience different cultures and environments outside of Palestine. It also focuses on developing the human resources sector, essential for supporting our goals and activities, by welcoming volunteers from around the world. Central to this program are various partnerships, both local and international.

برنامج العلاقات العامة والعلاقات الدولية: برنامج العلاقات العامة والعلاقات الدولية برنامج العلاقات العامة والعلاقات الدولية: يهدف هذا البرنامج إلى تعزيز الروابط العالمية من خلال إرسال الشباب إلى الخارج لتجربة ثقافات وبيئات مختلفة خارج فلسطين. كما يركز البرنامج على تطوير قطاع الموارد البشرية الضروري لدعم أهدافنا وأنشطتنا من خلال الترحيب بالمتطوعين من جميع أنحاء العالم. ومن الأمور المحورية في هذا البرنامج الشراكات المختلفة، المحلية والدولية على حد سواء.

Documentary Film Program: This program aims to document all activities and programs implemented by the association, as well as produce documentaries on various public and private topics, with a particular focus on preserving the memories of the Nakba and events in the camp. It was initiated with the help of training provided by a group of French volunteers to local volunteers.

برنامج الأفلام الوثائقية: يهدف هذا البرنامج إلى توثيق كافة النشاطات والبرامج التي تنفذها الجمعية، بالإضافة إلى إنتاج أفلام وثائقية حول مختلف المواضيع العامة والخاصة، مع التركيز بشكل خاص على حفظ ذكريات النكبة والأحداث في المخيم. وقد بدأ هذا البرنامج بمساعدة التدريب الذي قدمته مجموعة من المتطوعين الفرنسيين للمتطوعين المحليين.

University Students Training Program: Volunteering and its significance in the lives of students and institutions is one of our most significant accomplishments over the years. Annually, about 50 students receive assistance and training to complete their university studies. These students actively participate in all programs, activities, and plans during their training period.

برنامج تدريب طلاب الجامعات: يعد العمل التطوعي وأهميته في حياة الطلاب والمؤسسات أحد أهم إنجازاتنا على مر السنين. يتلقى حوالي 50 طالباً سنوياً المساعدة والتدريب لإكمال دراستهم الجامعية. يشارك هؤلاء الطلاب بفعالية في جميع البرامج والأنشطة والخطط خلال فترة تدريبهم.

Free computer and internet lab program: This program aims to raise awareness of today’s interconnected and globalized era, emphasizing the cultural impact that has made the world resemble a small village. It seeks to facilitate youth, citizens, and civil institutions in their research and access to technical and technological information and news through training courses offered at nominal fees. Additionally, the program integrates education on artificial intelligence, reflecting its growing importance in modern society. Since its inception, this program has been part of the agreement between the Solidarity Association and the Palestinians of Sweden (PGS).

برنامج مختبر الحاسوب والإنترنت المجاني: يهدف هذا البرنامج إلى زيادة الوعي بعصرنا الحالي المترابط والمعولم، مع التركيز على التأثير الثقافي الذي جعل العالم أشبه بقرية صغيرة. ويسعى البرنامج إلى تيسير حصول الشباب والمواطنين والمؤسسات المدنية على المعلومات والأخبار التقنية والتكنولوجية من خلال دورات تدريبية تقدم برسوم رمزية. بالإضافة إلى ذلك، يدمج البرنامج التعليم حول الذكاء الاصطناعي، مما يعكس أهميته المتزايدة في المجتمع الحديث. ومنذ انطلاقه، كان هذا البرنامج جزءًا من الاتفاقية المبرمة بين جمعية التضامن وفلسطينيي السويد منذ تأسيسها.

Emergency and aid program: This program aims to assist the Askar camp community during challenging periods, such as the Covid-19 pandemic, Gaza war, and daily raids in Palestinian areas of the West Bank. It provides essential support such as food and medical supplies, while also advocating for and economically supporting other local communities and camps in need.

برنامج الطوارئ والمساعدات: يهدف هذا البرنامج إلى مساعدة مجتمع مخيم عسكر خلال الفترات الصعبة، مثل جائحة كوفيد-19، وحرب غزة، والمداهمات اليومية في المناطق الفلسطينية بالضفة الغربية. ويوفر البرنامج الدعم الأساسي مثل المواد الغذائية والإمدادات الطبية، كما يدافع عن المجتمعات المحلية والمخيمات الأخرى المحتاجة ويدعمها اقتصاديًا.

Difficulties and challenges / الصعوبات والتحديات

• As an organization, we are directly affected by the occupation, its policies, and military operations, which often lead to the cancellation or postponement of activities due to the presence of occupation forces or comprehensive strikes. This irregularity in working hours at the association hampers our ability to implement our work plan effectively, necessitating the adoption of alternative emergency plans.
• Schools and clinics in the camp are not operating as usual, placing increased demands on the association, particularly in the fields of education, physical health, and mental health. There has been a rise in injuries in the New Askar camp and the broader eastern region of Nablus Governorate, increasing our responsibilities towards the injured by providing medical supplies, assistive tools, and sometimes contributing to treatment.
• The challenging economic situation has created a financial deficit in the association’s resources and has adversely affected the incomes of camp residents, including merchants, workers, and employees.
• Additionally, the cessation of funding poses a significant threat to our association, which provides essential services to vulnerable groups such as children, women, and people with disabilities. This situation not only jeopardizes our services but also threatens the livelihoods of 15 employees (12 women and 3 men), many of whom are the primary breadwinners for their families. Key activities of the association, such as disability rehabilitation, targeted group support, and empowerment workshops, are at risk.
• Despite these formidable challenges, our staff continues to volunteer, hoping to secure funding or alternative sources to sustain our vital work.

• كمؤسسة، نحن نتأثر بشكل مباشر بالاحتلال وسياساته وعملياته العسكرية، والتي تؤدي في كثير من الأحيان إلى إلغاء أو تأجيل الأنشطة بسبب وجود قوات الاحتلال أو الإضراب الشامل. إن عدم انتظام ساعات العمل في الجمعية يعيق قدرتنا على تنفيذ خطة عملنا بشكل فعال، مما يستلزم اعتماد خطط طوارئ بديلة.
• المدارس والعيادات في المخيم لا تعمل كالمعتاد، مما يفرض أعباء متزايدة على الجمعية، وخاصة في مجالات التعليم والصحة البدنية والصحة النفسية. كما شهد مخيم عسكر الجديد والمنطقة الشرقية الأوسع لمحافظة نابلس ارتفاعاً في الإصابات، مما زاد من مسؤولياتنا تجاه المصابين من خلال توفير المستلزمات الطبية والأدوات المساعدة، وأحياناً المساهمة في العلاج.
• لقد خلق الوضع الاقتصادي الصعب عجزاً مالياً في موارد الجمعية وأثر سلباً على دخول سكان المخيم، بما في ذلك التجار والعمال والموظفين.
• بالإضافة إلى ذلك، يشكل توقف التمويل تهديداً كبيراً لجمعيتنا، التي تقدم خدمات أساسية للفئات الضعيفة مثل الأطفال والنساء وذوي الإعاقة. إن هذا الوضع لا يعرض خدماتنا للخطر فحسب، بل يهدد أيضًا سبل عيش 15 موظفًا (12 امرأة و3 رجال)، وكثير منهم هم المعيلون الأساسيون لأسرهم. إن الأنشطة الرئيسية للجمعية، مثل إعادة تأهيل ذوي الإعاقة، ودعم المجموعات المستهدفة، وورش العمل التمكينية، معرضة للخطر.
